The
Albanian language and culture were suppressed during much
of the period of Ottoman rule. No Albanian-language school
was permitted until the 1880s. After the outbreak of World
War I, the country fell into a state of anarchy when the
Prince and all members of the International Commission
left Albania. Subsequently General Ferrero in command
of Italian troops declared Albania an independent country.
A constitution was adopted and a republican form of government
was instituted which continued until 1928 when, by constitutional
amendment, Albania was declared to be a monarchy. The
President of the republic, Ahmed Zogu, became king of
the new state. Many unlisted varieties or surcharges and
lithographed labels are said to have done postal duty
in Albania and Epirus during this unsettled period. On
April 7, 1939, Italy invaded Albania. King Zog fled but
did not abdicate. The King of Italy acquired the crown.
Germany occupied Albania from September, 1943, until late
1944 when it became an independent state. The People's
Republic began in January, 1946.Albania underwent a cultural
revolution in the mid-1960s, and many Western influences
were eliminated. Between 1990 and 1992 Albania ended 46
years of xenophobic Communist rule and established a multiparty
democracy. The transition has proven difficult as corrupt
governments have tried to deal with high unemployment,
a dilapidated infrastructure, widespread gangsterism,
and disruptive political opponents. International observers
judged legislative elections in 2001 to be acceptable
and a step toward democratic development, but identified
serious deficiencies that should be addressed through
reforms in the Albanian electoral code.
